Page Two
City of Little Canada
April 29, 1986
Mr. Chlebeck, I have also been in contact with George O'Connor, of our
Underwriting department, to discuss the situation concerning the fire-
works display that is being proposed at this time. Mr. O'Connor is re-
viewing this situation and should be in contact with you soon to discuss
further with you.
I have also discussed the current proposals that the City of Little Canada .
has in regards to development of parkland in areas occupied by Northern
States Power Company transmission lines. It is our feeling that develop-
ment of such areas should be acceptable as long as proper planning is
done utilizing appropriate consulting architects, engineers and input
from Northern States Power Company. It would be necessary for the park
areas to be developed, as we discussed, in such a manner that the areas
do not create additional exposures to the transmission line that would
track back to the city's liability. Hence, these areas should not be
developed so that, for example, playing fields and seating areas do not
directly expose themselves to the transmission lines and equipment. I
would think that Northern States Power Company would be able to assist
you greatly in this regard, since they would also be concerned about
their own liability for the exposure of their equipment to the public.
PLEASE REPLY WITHIN 30 DAYS REGARDING YOUR COMPLIANCE WITH THESE RECOMMENDATIONS.
The recommendations are made for risk improvement purposes only. They
were not made for the purpose of complying with the requirements of any
. law, rule or regulation. We do not infer or imply in the making of these
recommendations that there are no other hazards and exposures in existence.
We assume no liability for recommendations provided. The purpose of the
recommendations is to assist in improving the risk exposure and to assist
you with your loss control program.
For your convenience, enclosed is a self- addressed envelope. Feel free
to make your reply on this letter and return in this envelope.
Sir} erely,
David Drugg
Loss Control Manager i
North Star Risk Services, Inc.
DD/bjh
Enclosure
cc: McNamara Company
Dick McNamara
22
