MINUTES <br />City Council <br />May 14, 1986 <br />Herkenhoff asked if the charities were affiliated with any other <br />larger body. <br />Massman reported that their group is totally independent and that <br />they govern themselves based on State Statute. <br />Timmons asked what will happen if the City had concerns about one <br />of the organizations and that organization did not receive approval <br />from the City. <br />Massman reported that each organization will be required to govern <br />themselves based on State regulations. If this is not done, the <br />State will not renew the license. <br />Herkenhoff asked if the license was renewable each year. Massman <br />replied that it was. Massman also pointed out that the State has <br />tight regulations governing bingo. <br />Mr. DeLonais asked if the charities would have any objections showing <br />the City its books. Massman replied that this is public information <br />and the City would be welcome to review the books. <br />Timmons asked how the charities got together. <br />Mr. Bob Finnerty, Minnesota Tip Board, replied that he got the <br />charities together. Finnerty reported that he sells bingo equipment <br />for a living and is also a lobbyist to the State Legislature. <br />Timmons asked if Finnerty will sell equipment to these charities. <br />Finnerty replied that he hoped to, but that issue has not been <br />determined. <br />Timmons asked Finnerty to explain the changes in State law as of <br />June 1. <br />Finnerty replied that on June 1 the Legislature is going to allow <br />local governments to charge a $250 investigation fee. The City will <br />also have the authority to issue permits for exempt bingo, raffles. <br />pull tabs, etc. All distributers will be required to carry an <br />I.D. issued by the State and as of July 1 manufacturers will have <br />to be licensed from outside the State. <br />Mr. Herkenhoff stated that he was at a Parish Council meeting at <br />which Jim Adams presented this proposal to St. John's Church. <br />Herkenhoff asked who Jim Adams was and how he was involved. <br />Finnerty reported that Jim Adams is not part of this group. Finnerty <br />reported that he first contacted St. John's about the bingo proposal <br />and after trying to meet with St. John's unsuccessfully a couple of <br />times, he left some application forms at St. John's. Apparently <br />someone talked to Jim Adams when he was in the area and he went over <br />Page -5- <br />15 <br />
