PLANNING REPORT <br />orthwest Essocpted cons,ItEnts, inc. <br />APR 22 1986 <br />TO: Little Canada Mayor and City Council <br />FROM: Stephen Grittman <br />DATE: 21 April 1986 <br />RE: Tom Short (NW Bell) Property <br />FILE NO: 758.09 - 86.09 <br />CITY OF <br />LITTLE CANADA <br />Mr. Tom Short, owner of the former Northwestern Bell building on Rice Street, has <br />submitted a concept sketch site plan illustrating the parking layout for the <br />proposed bingo use of the building. The building size is shown at 28,125 square <br />feet. The required parking calculation allows a ten percent reduction for common <br />area, resulting in 25,313 square feet. The Zoning Ordinance requires ten spaces, <br />plus one space per 150 square feet over 2,000 square feet. This results in a required <br />number of 165 spaces. The attached site plans show 176 spaces provided, exceeding <br />that requirement. <br />There are related issues which the City may wish to consider prior to any final <br />site plan approval: <br />1. Ordinance requirements stipulate that all parking areas be located at least <br />five feet from any lot line. This requirement is complied with, with the <br />exception of the southern -most tier of parking which abuts the property line. <br />The pavement is continuous in this area with the grocery store to the south. <br />2. The access aisle which connects the rear lot utilizes an easement from the <br />northern property, resulting in an angled drive approach. A more desirable <br />situation would be to square this drive off. <br />3. The Zoning Ordinance requires that all parking areas are paved and surrounded <br />by a perimeter curb. <br />4. Landscaping on the site is required to be installed in all areas which are <br />neither building nor parking. No screening is required by Ordinance where <br />all surrounding property is zoned commercial or industrial. The Building <br />Official can be directed to establish whether such landscaping is in <br />conformance. One area of concern is along the north building line where <br />the area is paved, but is not used for driveway or parking.
