PLANNING REPORT <br />TO: <br />orthwest Essoci2ted consultants, inc. <br />MAY 5 1986 <br />CITY OF <br />Little Canada Planning Commission UTILECANADA <br />Little Canada Mayor and City Council <br />FROM: Stephen Grittman <br />DATE: 1 May 1986 <br />RE: Short Conditional Use PUD <br />FILE NO: 758.09 - 86.09 <br />BACKGROUND <br />Mr. Thomas Short has applied for a conditional use permit to allow a planned unit <br />development on the former Northwestern Bell Building site. The planned unit <br />development is required as the ordinance requires that multiple use sites <br />functioning as a single unit be processed in this manner so as to allow reasonable <br />variation from strict ordinance standards in return for a higher quality design <br />and development. <br />ANALYSIS <br />The applicant has stated that the bingo portion of the development will be restricted, <br />to a maximum patronage of 450 customers. The building will be further leased to a <br />special education group which will use approximately 8,000 square feet, according <br />to the developer. In addition, two other uses exist on the site. To the east is <br />a trucking facility, and on the north of the site is a series of open storage sheds. <br />Issues to consider include: <br />• Parking of automobiles for both bingo and education uses. <br />• Parking of buses. <br />• Loading and unloading of buses. <br />• Circulation conflicts between automobiles and trucks <br />As shown on the site plan (Exhibit A), 277 parking spaces have been provided. Our <br />analysis considers a ratio of one space per 2 customers to be a reasonable ratio, <br />plus required spaces for other uses. This calculates to 225 spaces for the bingo <br />area, plus 40 spaces for the office /education use at one space per 200 square feet. <br />This totals 265 required spaces.
