Little Canada Planning Commission <br />Little Canada Mayor and City Council <br />1 May 1986 <br />Page Two <br />Parking is shown on both sides of the drive aisle which the trucking company will <br />use for access. This is a highly undesirable layout. We would discourage any <br />parking on the south side of the drive aisle due to potential vehicular and <br />pedestrian conflicts. The elimination of this parking reduces the supply to 215 <br />spaces. This does have an advantage by providing convenient and segregating bus <br />loading area. <br />While the 215 spaces is short of the recommended 265, it may be adequate for two <br />reasons: First, the fact that the two uses will peak at different times may <br />allow a split reduction in parking supply. Typical peak office use periods are <br />10 -10:30 a.m., while the bingo use is most likely to peak after 6:00 p.m. A <br />typical credit in this situation would be approximately ten percent, or 27 spaces. <br />This reduces the supply recommendation to 238 spaces. Second, it is reasonable <br />to expect a certain amount of bus traffic to deliver customers. For example, if <br />50 customers arrived by bus, based on the 1 space per customer ratio, the recommended <br />parking could be reduced by 25 spaces. This would bring the parking demand to 213, <br />just under the quantity of parking provided. This allowance would be contingent upon <br />the provision of bus parking elsewhere on the site without further reduction of <br />automobile parking supply. <br />It should be noted that the applicant has provided an alternate site plan (see <br />Exhibit B) showing the replacement of the open storage sheds with an additional <br />59 parking spaces, although 62 are south of the drive aisle as on the original plan. <br />Under the PUD agreement, the applicant may be required to expand his parking supply <br />subject to Council or Building Official review. <br />RECOMMENDATION <br />We recommend approval of the PUD conditional use permit subject to the following <br />conditions: <br />o Elimination of the south row of parking. <br />o Replace that parking with designated loading areas. <br />o Provision of bus parking elsewhere on the site. <br />o Execution of a development contract detailing: <br />- Final approved site plan <br />- Provision of additional parking upon City demand. <br />o Other recommendations of the City Attorney and City Engineer. <br />cc: 'Joe Chlebeck <br />Tom Sweeney <br />Don Carley <br />John Palaski <br />Tom Short <br />
