MINUTES <br />CITY COUNCIL <br />MARCH 13, 2013 <br />Keis asked about the water rate. The Administrator indicated that the rates <br />are on a per 1,000 gallon basis. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -3 -39 — ADOPTING THE 2013 WATER <br />FUND BUDGET AND SEWER UTILITY FUND BUDGET AND <br />IMPLEMENTING THE 2013 RATES EFFECTIVE JANUARY 1, 2013 <br />AS RECOMMENDED BY THE CITY ADMINISTRATOR AS <br />OUTLINED ABOVE <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />ORGANIZED The City Administrator reviewed his report dated March 8, 2013 updating <br />COLLECTION the council on the organized collection contract violation that was <br />VIOLATION discussed at the last meeting. The Administrator reported that the meeting <br />with representatives of Waste Management went well and they are taking <br />the necessary steps to resolve the matters of concern. <br />The Administrator summarized the issues discussed with and addressed by <br />Waste Management. The first was Waste Management's billing of a Little <br />Canada resident even though they were already being billed by the City <br />pursuant to the Organized Collection Contract. The initial instance was <br />corrected and the property owner received a refund. Waste Management <br />also reviewed their records, found another similar situation, and corrected <br />that one as well. Waste Management is putting safeguards in place to <br />ensure that this does not occur again. The safeguard involves a double <br />check of the city a resident lives in when a Little Canada zip code is used <br />in the billing address. <br />The next issue is that recycling tonnage reporting must be brought current <br />and kept current goring forward. The Administrator noted that under the <br />SCORE Grant that the City receives, recycling tonnage reporting is <br />required. Waste Management indicated that, like many companies, they <br />have had to do more with less. However, they have the capability to <br />ensure timely reporting of recycling tonnages, and will get us the <br />information on a timely basis. <br />The last issue is relative to the tipping fee reduction and the fact that under <br />the contract they are subject to a $2,500 fine. The Administrator indicated <br />that Waste Management and Gene's Disposal failed to notify the City of <br />4 <br />
