July 27, 1986
Building Inspector
City of Little Canada
515 E. Little Canada Rd.
Little Canada, Minn. 55117
Dear Sir:
JUL 28 '.986
c\-1-(OF
LITTLE CANADA
After reviewing the minutes of the July 23rd City Council
Meeting, I feel compelled to correct many misrepresentations
you made about Prescription Landscape.
1. Nature of Our Business
Even though we use the name Prescription Landscape, we are
primarily a lawn maintenance service. Our second Quarter
income statement showed landscape revenues of less than 4% of
our total. Our landscape service consists of selling trees,
shrubs, and other landscape materials to our maintenance
customers. We offer this service because we market the
concept of total landscape management. We are not in the
business of landscape construction, sodding, or soil moving
and grading. Our landscape maintenance service is only
offered to commercial and multi - housing properties, therefore
calls from city council members asking for residential
service would be politely declined.
2. Use of 102 W. County Road C.
Before obtaining a lease from Mr. Frattalone, we thoroughly
discussed the scope of our business operation. We let him
know that we would not be using this site as" "our business
address. Our mailing address is P.O. Box 4641, St. Paul,
Minn. 55104, a mail box at the Industrial Station Post
Office in St. Paul. Prescription Landscape is run from an
office in my home in the Summit- University area of St. Paul.
Our use of 102 W. County Road C is strictly for storage of
our trucks, trailors, mowing tractors, and other maintenance
equipment. We have never, and will never, leave equipment or
any other materials in the yard or parking lot at this
location. Our only use for the lot is for parking during the
day for employees, and to load, unload and turn around our
trucks. We do not even keep a dumpster on the site, rather
we send a truck to the Twin City Refuse dump station once or
twice a week with refuse materials that we have collected
from our operations. Also, since our entrance is on the west
end of the building, we have absolutely no contact with
homeowners living around this site.
3. Zoning Requirements
As I stated earlier, Mr Frattalone assured me that our
business is compatible with the zoning of this property. If
we were required to obtain a special use permit, this fact
was not explained to us before moving in.
19
