MEMORANDUM
northwest dssociEted co
T0: Rile
FROM: Stephen Grittman F
DATE: 0- ` 31 July 1986
• Park Street Businesses - Enforcement
J
RE:
vt,. FILE NO:
758.09 - General
'1 S
ItLrts, inc.
AUG R[0074
1
CITY OF
LITTLE CANADA
This morning, Ross Harris and I attended a meeting at the above property with
a representative of Frank Frattalone, Dale Richter, as well as Rick Collova,
and owners of Precision Landscape and Anderson Landscape. This meeting was
held at the request of Mr. Frattalone.
The Landscape business owners claimed to do lawn maintenance as their prin-
cipal service. Precision Landscape does mowing and maintenance on commercial
property, including townhouse type properties. Anderson Landscape also does
some lawn care together with fertilizing and chemical weed control, etc.,
similar to Chemlawn for instance. They claimed that all of their equipment
is stored indoors and any outdoor storage on the site belonged to others who
were to be moving out, including Ted's Ready Repair and St. Paul Utilities.
I indicated to them that I did not feel their businesses, as defined, met
Ordinance criteria for inclusion in the 8 -3 Zone. They were still basically
contractor's shops which are restricted to the Industrial District, even
though they kept no heavy equipment on site. As such, their only recourse
at present is to pursue a text amendment to the Ordinance. They are to meet
with me at staff hours on 4 August.
I indicated to Mr. Richter of Frattalone excavating that the site nonconfor-
mities must be cleaned up in order for any permits to be processed. These
included those mentioned in our memo of 22 July, and emphasized the following:
21
4820 mmneron<a blvd., stc 200, minneapohs, inn 55416 (612) 925 -9420
