MEMORANDUM
T0:
FROM:
DATE:
RE:
FILE NO:
BACKGROUND
nor ! hwest assoc!2teh corn ItE -Ls, PC.
AUG 8 1986
CITY OF
LITTLE CANADA
Little Canada Planning Commission
Stephen Grittman
7 August 1986
Text Amendment - Landscape Maintenance in 8 -3 District
758.09 - 86.28
Anderson Lawn Service and Prescription Landscape have applied for a text amend-
ment to allow landscape maintenance businesses as a conditional use in the 8-3
District. This request has been initiated as a result of Ordinance violations
and /or nonconformities at their shop locations at 102 County Road C (see Loca-
tion Map, Exhibit A). Complaints about the property centered around noise and
outdoor storage. At the Council Meeting in July, the City Council required a
number of businesses to vacate the premises as of September 1, 1986. The land-
scape maintenance businesses, while apparently not responsible for other pro-
blems on the site were found to be nonconforming uses. Upon this finding, they
are requesting the amendment, and concurrently, conditional use permits in order
to continue operation.
ANALYSIS
Site Plans
The owner of the property, Mr. Frank Frattalone, has been informed that he is
to present dimensioned site plans and landscape plans for the property. These
are to be available prior to the Planning Commission meeting on 14 August.
These are necessary to give the City a basis upon which to evaluate such items
as parking requirements, screening and other site related requirements.
2'
4820 minnetonka blvd., sty, 200, minneapohs, mn 55416 (612) 92.5 -9420
