Little Canada Planning Commission <br />Text Amendment - Landscape Maintenance <br />in B -3 District <br />7 August 1986 <br />Page Two <br />Use Consistency <br />The use, Landscape Maintenance, is comprised of lawn mowing, fertilizing and <br />care, garden and tree /shrub pruning and care and winter maintenance work such <br />as snow removal. As work is done at project locations, the site is expected <br />to be used for crew congregation and equipment storage. In reviewing the B -3 <br />General Business District, the nature of the district is retail sales and <br />retail services oriented, in that customer contact is made on site. Typical <br />examples are grocery stores or electrical appliance sales and incidential <br />service. <br />The proposed use is not consistent with the existing permitted uses in this <br />respect. It is noted that contractor's shops are permitted uses in the I -1, <br />Light Industrial District. Industrial uses which can compatibly exist adjacent <br />to residential or commercial areas are allowed in the B -W, Business- Warehousing <br />District. It is our opinion that the nature of the proposed use is more con- <br />sistent with the uses and intent of the latter two districts. <br />If the City believes that the use is acceptable in this district, we would <br />recommend requiring, without variance, the following conditions. <br />1. Noise does not exceed standards as established by the City Code and does <br />not infringe upon neighboring properties. <br />2. No outside storage of materials or equipment occurs on the site. <br />3. Adequate space is provided for loading facilities which do not disrupt <br />parking or access circulation. <br />4. Signing for the activity is in compliance with the limitations of the <br />provisions of this Ordinance. <br />5. The number of parking stalls shall be determined according to the stan- <br />dards imposed upon retail and service establishments and be in compliance <br />with Section 903.050 of this Ordinance, plus other provisions as may be <br />applicable. <br />6. Parking and loading areas are screened from abutting residential districts <br />in compliance with Section 903.020.G. <br />7. The provisions of Section 921.010,C. of this Ordinance are satisfactorily <br />met. <br />24 <br />
