PLANNING REPORT
TO:
FROM:
DATE:
northwest Essoc18ted cons
Little Canada Ma y and City Council
David Licht
21 July 1986
RE: Little Canada Zoning Ordinance Revision -
Residential Access to Major Streets
FILE NO:
BACKGROUND /ANALYSIS
758.09 - General
J
!tants, inc.
The concern raised by Mr. Collova at the 9 July City Council Meeting relative
to vehicles backing onto major streets from single family and two family homes
is an evident safety problem. In the Little Canada case, the situation is com-
pounded by the number of major streets which bi -sect the community (see attached
map).
As has been suggested, provision for a turn around lip can be made adjacent to
a driveway which will prevent a vehicle to back into this space and then enter
the street as a forward movement. The only problem which we have encountered
with such driveway features is that in some instances they become used for
extra parking. When such situations occur, they quite evidently lose their
function and in some cases become an aesthetic problem.
RECOMMENDATION
Should the Council conclude that the safety features out weigh the other possible
problems which can be associated with these turn around areas adjacent to drive-
ways, we have drafted a suggested text amendment which is offered for considera-
tion. Upon initial review, should the Council decide to pursue this addition
to the Ordinance, a public hearing should be scheduled and the matter referred
to the Planning Commission for comment.
cc: Joseph Chlebeck
Don Carley
John Palacio
Tom Sweeney
4820 minnetonka blvd., ste 200, minnenpol!s, mn 55416 (612) 925 -9420
