MINUTES <br />Planning Commission <br />Sept. 11, 1986 <br />Edgerton Lund reported that it is his understanding that rather than move <br />Drainage the existing storm sewer, an agreement was reached between the <br />Problem City and'the contractor to run water off the south side of his <br />lot. <br />Lund reported that before he sodded his property, he contacted <br />the City three times about the water problem and was informed <br />that there was no problem with the drainage. After that, Mr. <br />Lund reported that he sodded the property. After this was done, <br />Public Works indicated that the level of Mr. Lund's yard should <br />be dropped below the level of the road, or else the driveway <br />should be lowered. Lund stated that he was not happy with either <br />of these recommendations. <br />At that point the City Engineer worked out extending the storm <br />sewer 35 feet. Lund pointed out that the work was done within <br />the public right -of -way, but it dropped the surface of his yard <br />in that area 15 to 20 inches. <br />Lund reported that he now has two drains in his yard and water <br />still puddles further down on Edgerton. <br />Lund also reported that he has spoken with the Mayor about the <br />situation, and he indicated that he did not understand why the <br />drain was not put on the corner of Mr. Lund's property, rather <br />than in the center. <br />Lund did not feel that the hole in the front of his yard added <br />much to the looks of his house. <br />Herkenhoff felt that the project was poorly planned and it should <br />have been done correctly. <br />Mr. Lund stated that he would like to know what options are <br />available in this matter. <br />Lund reported that when he contacted the City about the problem <br />he was first told it was his responsibility, then he was turned <br />over to Public Works, who turned hin over to the Building Inspector. <br />The Building Inspector then did not return his phone calls. <br />DeLonais suggested that the Engineer review the situation and make <br />a recommendation. <br />Lund reported that the City is indicating that the improvement of <br />the property created a water problem, but his neighbors have <br />informed him that the water problem always existed. <br />The City Planner stated that the lot should have been graded to <br />maintain the natural drainage. <br />Pane -4- <br />
