PLANNING REPORT <br />northwest Essocipted consult2nts, Inc. <br />IpELPIL:1 <br />SEP 19 1986 <br />CITY OF <br />LITTLE CANADA <br />TO: Little Canada City Council <br />FROM: Stephen Grittman <br />DATE: 18 September 1986 <br />RE: Best Auto Conditional Use Permit <br />FILE NO: 758.09 - 86.31 <br />BACKGROUND <br />Best Auto and Tire Center has applied for a conditional use permit to open a <br />facility on Country Drive, just north of South Owasso Boulevard. Due to a late <br />submission date, our office did'not have adequate time to review the site plans <br />for the 11 September Planning Commission meeting. However, the Planning <br />Commission decided to pass the application on to the Council, subject to review <br />by the Planner. This was done apparently to accommodate a shorter City approval <br />process for the developer, The applicant has since submitted a revised plan <br />from that shown at the Planning Commission meeting. Please refer to our <br />Memorandum to the Commission dated 11 September 1986 for further background. <br />ANALYSIS <br />The proposed site is zoned I -1, and is surrounded by industrially zoned property. <br />The adjoining lots on either side are currently vacant. Interstate 35 -E is <br />across Country Drive to the east. To the west is a mobile home park which exists <br />as a non - conforming use. <br />The proposed use is automobile service and repair, and tire sales. In the I -1 <br />district, automobile major repair is a permitted use. Retail sales is allowed <br />as a conditional, accessory use with certain provisions. Those are as follows: <br />1. Such use is allowed as a permitted use in a "B -3" District. <br />2.
