MINUTES <br />CITY COUNCIL <br />AUGUST 23, 200( <br />AND the establishment of driveway standards. It was noted that the Planning <br />DRIVEWAY Commission tabled action on this item pending additional information. <br />STANDARDS <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2006-8-193 -CONTINUING THE PUBLIC <br />HEARING ON THE AMENDMENT TO THE ZONING CODE <br />RELATIVE TO FENCE PERMITS AND THE ESTABLISHMENT OF <br />DRIVEWAY STANDARDS TO THE SEPTEMBER 27, 2006 <br />REGULAR COUNCIL MEETING PENDING A <br />RECOMMENDATION FROM THE PLANNING COMMISSION <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />SIGN ISSUES- The City Administrator reported that Mr. Hama Farzan has requested <br />HAMA to address the Council relative to the Ciry's temporary sign ordinance <br />I~'ARZAN and recent code enforcement action that was taken relative to his display <br />of a temporary sign without a permit. The Administrator reported that Mr. <br />Farzan recently opened a business at the corner of Little Canada Road and <br />Lakeshore Avenue. Staff contacted Mr. Farzan regarding his display of a <br />temporary sign without a permit, explaining the City's permitting process. <br />Mr. Farzan refused to obtain a permit, and was given a deadline for <br />removal of the sign. The deadline was not met, and a citation was issued. <br />The Administrator reported that Mr. Farzan's position was that as a new <br />business owner he did not have the finances to pay for a sign permit. Staff <br />explained Co Mr. Farzan their duty to enforce the City's ordinances on a <br />consistent basis. <br />Blesener stated that it was his understanding that the Code Enforcement <br />Officer and the City Administrator explained the ordinance, gave Mr. <br />Farzan a copy of the ordinance, and Mr. Farzan then refused to obtain a <br />permit or take down the sign. <br />Mr. Farzan reported that he sells A-frame temporary signs, and noted that <br />the Cities of St. Paul and Minneapolis allow the display of Chese signs <br />without a permit. Blesener noted that Mr. Farzan is now in Little Canada <br />and permits are required for temporary signs. Blesener informed Mr. <br />Farzan that the Council reviews the sign ordinance at least once per year <br />comparing it with the ordinances in neighboring cities. Blesener felt Little <br />Canada's ordinance was consistenC with the surrounding cities, felt it was <br />reasonable, and was not in favor of changing it. <br />
