MINUTES <br />Planning Commission <br />Dec. 11, 1996 <br />Cellular Mr. Thompson pointed out that the Company is having a problem with <br />One (Cont.) the service it is providing in this area. Thompson reported that <br />customers are concerned and they are trying to assure customers <br />that the service will improve. <br />"r. Oxley reported that he first approached the City in Septenher <br />on the tower proposal. <br />Herkenhoff asked if the road issue were resolved, if Cellular One <br />would he able to begin building the tower prior to the road being <br />built. <br />The Planner thought this was possible. <br />Thomson indicated that Cellular One is ,:willing to put the road <br />in if the City would guarantee that they %,Could be reimbursed for <br />the cost. <br />Davison felt that approval could he given to Cellular One's proposal <br />provided the road issue is resolved and the PUD submitted by Donovan <br />Construction. <br />The Planner again reported that the PUO is required for the two <br />principle uses on the site. After the Pun is submitted and approved, <br />if Donovan Construction wants to do anything on the site, he will <br />have to request an amendment to the PUP. At this time the City <br />could enforce performance standards on him such as paving or <br />screening. However, the biggest issue is to got the PuD in place <br />at this time. The Planner did not feel that the City would renuire <br />a lot of Donovan Construction at this point in order that Cellular <br />One could build their tower. <br />Timmons indicated that she would like to see the PUD prior to action <br />on the Cellular One proposal. <br />The Manner pointed out that the PUD is an ordinance requirement. <br />Davison indicated that he felt comfortable in approving the Cellular <br />One request at this tine. <br />"r. Davison recommended approval of the conditional use permit <br />requested by Cellular One contingent upon the building moratorium <br />in the area heinr lifted and submission of a PUD Agreement by <br />Donovan Construction. <br />"otion seconded by Mr. Perlinner. <br />motion carried 4 - 2. Dn!_onais and Timmons voting against. <br />"rs. Timmons stated that her voting against the Cellular One proposal <br />was not a reflection on the use, hut rather her feeling that not all <br />Questions were totally answ1ered. <br />a „e <br />
