ORDINANCE NO. <br />AN ORDINANCE ESTABLISHING A PARKS <br />AND <br />RECREATION COMMISSION <br />THE COUNCIL OF THE CITY OF LITTLE CANADA DOES HEREBY ORDAIN AS FOLLOWS: <br />Section 1. A City Parks and Recreation Commission consisting of nine (9) <br />members to be appointed by the City Council is hereby authorized and created. <br />Section 2. The first Commission shall be appointed as follows: <br />Three (3) members to hold office for a term of one (1) year; three <br />(3) members to hold office for term of two (2) years and three (3) <br />members to hold office for a term of three (3) years. Thereafter <br />upon the appointment of successors, each appointee shall be appointed <br />for three (3) years. <br />Section 3. The City Parks and Recreation Commission shall act in an <br />advisory capacity to the City Council, and the Directory of Parks and <br />Recreation in all matters pertaining to public parks and recreation and <br />to co- operate with other groups in the advancement of sound park and <br />recreation planning and programming. Specific responsibilities of the <br />Commission include: <br />a. To formulate policies on recreation services for approval by the <br />City Council. <br />b. To advise the Council as to the minimum qualifications for the <br />position of Director of Parks and Recreation. <br />c. To recommend for adoption, standards on Land Aquisition, facility <br />development, program and financial support. <br />d. To make periodic inventories of Recreation and Park services that <br />exist or may be needed and to interpret the needs of the public <br />to the Village Council and the Director of Parks and Recreation. <br />e. To aid in coordinating the Park and Recreation services with the <br />programs of other governmental agencies and organizations. <br />f. To interpret the policies and functions of the Parks and Recrea- <br />tion Department to the public. <br />g. To advise the Director in preparation of the annual budget and <br />long -range capital improvement program. <br />h. To review, prepare and make a report to the City Council by <br />December 31 of each year regarding its activities plan and <br />recommendations for changes which the Commission may deem <br />desireable. <br />Section 4.
