Section 5. Officers: The commission shall elect from among its members <br />a chairman and secretary. <br />Section 6. The office of the Commission shall be the same as the Office <br />of Parks and Recreation. <br />Commission Meetings /Rules of Order <br />1. After the Commission has organized, it shall adopt its own rules <br />on order and by -laws for purpose of procedure and shall provide <br />therein for its date of meeting. <br />2. To constitute a quaorum and therefore a legal meeting five of the <br />nine members must be present. <br />3. The public is invited to attend and participate in all general <br />meetings. <br />4. Commission minutes shall be kept by the Commission secretary and <br />turned over to the City Clerk for distribution and filing. <br />Minutes shall be available to any citizen upon their request. <br />Commission Compensation <br />1. Members of the Commission shall serve without compensation. <br />AGREEMENT WITH OTHER DEPARTMENTS <br />Planning Department: The Parks and Recreation Department shall receive <br />all public developmental proposals as submitted to the City Planning <br />Commission. The Director shall review all plans and comment As to the <br />relationship of the proposal to Parks and Recreation goals. The comments <br />made by the Director shall become part of the City Staff report concerning <br />the developmental proposal. The final recommendation to the City Council <br />is made by the Commission with consideration of the staff report. <br />Legal Department: The Park and Recreation Department shall utilize <br />the City Attorney in all legal matters. The City Attorney is retained <br />from a private firm. <br />Accounting: All accounting will be done by the City Clerk. <br />Engineering: Engineering and consultant assistance shall be available <br />upon request for Park and Recreation planning and design purposes. <br />Public Works Department: The Public Works Department shall maintain <br />areas and facilities under Park and Recreation control at the request of <br />the Director. They shall be responsible for minor reapirs and the building <br />of minor park and playground supplies and equipment as requested by the <br />Director. <br />Public Schools: The Parks and Recreation Department may utilize any Pub- <br />lic School facility upon submission of a request and the obtaining of a permit <br />of approval by the school district superintendent and the permission of the <br />principal of the particular school. <br />Police Department: The Ramsey County Sheriff Department shall be informed <br />of all major activities taking place on public property. The Police shall <br />provide service upon request. <br />nnn9-q <br />
