Section 5. Officers: The commission shall elect from among its members a chairman and secretary. Section 6. The office of the Commission shall be the same as the Office of Parks and Recreation. Commission Meetings /Rules of Order 1. After the Commission has organized, it shall adopt its own rules on order and by -laws for purpose of procedure and shall provide therein for its date of meeting. 2. To constitute a quaorum and therefore a legal meeting five of the nine members must be present. 3. The public is invited to attend and participate in all general meetings. 4. Commission minutes shall be kept by the Commission secretary and turned over to the City Clerk for distribution and filing. Minutes shall be available to any citizen upon their request. Commission Compensation 1. Members of the Commission shall serve without compensation. AGREEMENT WITH OTHER DEPARTMENTS Planning Department: The Parks and Recreation Department shall receive all public developmental proposals as submitted to the City Planning Commission. The Director shall review all plans and comment As to the relationship of the proposal to Parks and Recreation goals. The comments made by the Director shall become part of the City Staff report concerning the developmental proposal. The final recommendation to the City Council is made by the Commission with consideration of the staff report. Legal Department: The Park and Recreation Department shall utilize the City Attorney in all legal matters. The City Attorney is retained from a private firm. Accounting: All accounting will be done by the City Clerk. Engineering: Engineering and consultant assistance shall be available upon request for Park and Recreation planning and design purposes. Public Works Department: The Public Works Department shall maintain areas and facilities under Park and Recreation control at the request of the Director. They shall be responsible for minor reapirs and the building of minor park and playground supplies and equipment as requested by the Director. Public Schools: The Parks and Recreation Department may utilize any Pub- lic School facility upon submission of a request and the obtaining of a permit of approval by the school district superintendent and the permission of the principal of the particular school. Police Department: The Ramsey County Sheriff Department shall be informed of all major activities taking place on public property. The Police shall provide service upon request. nnn9-q
