MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />JANUARY 10, 2006 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 10th day of <br />January, 2006 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Council Member <br />Mr. Bill Blesener <br />Mr. Jim LaValle <br />Mr. Rick Montour <br />Ms. Barbara Allan <br />Mr. John Keis <br />ALSO PRESENT: <br />City Administrator <br />Public Works Supt. <br />City Engineer <br />City Clerk <br />Mr. Joel R. Hanson <br />Mr. Bill Dircks <br />Mr. Lee Elfering <br />Ms. Kathy Glanzer <br />Mayor Blesener indicated that the purpose of tonight's special meeting is <br />to conducC improvement hearings for the proposed 2006 street projects. <br />IMP. Mayor Blesener opened the Improvement Hearing for Sextant <br />HEARING- Avenue from Savage Lane to Morrison Street by street <br />SEXTANT reconstruction, concrete curb and gutter, and drainage enhance- <br />AVENUE ments. <br />The City Engineer reviewed the Project History reporting that under the <br />pavement management rating system, Sextant rates 44 points out of a <br />possible 100. The street is currently 31 feet wide within a 66-foot right- <br />of-way and is a rural section street. There is existing water main and <br />sanitary sewer along the length of the road. <br />The Engineer reported that Sextant Avenue is proposed to be <br />reconstructed to an urban section with concrete curb and gutter and a 28- <br />foot width. There will be some grade modifications made to ensure proper <br />drainage. He noted that while he recommends barrier curb and gutter, the <br />City would be willing to install surmountable curb and gutter if that is the <br />preference of the residents. The Engineer also reported that in order to <br />improve sediment removal and water treatment within the City, rainwater <br />
