gardens are being proposed along Sextant Avenue. The Engineer asked <br />property owners interested in a rainwater garden to indicate their interest <br />on the sign-up sheet this evening. If enough interest is not expressed this <br />evening, the Engineer will be contacting individual property owners to <br />provide more information and determine interest. <br />The Engineer then explained the City's assessment policy, noting that the <br />cost of a residential street reconstruction is assessed at 85% of cost based <br />on a residential urban section road, with the cost to property owners <br />capped at $54.64 per front foot. The Engineer explained the workings of <br />the assessment policy noting that the minimum front footage assessed is <br />75 feet (based on minimum residential lot width), and the maximum front <br />footage is 125 feet. The Engineer also explained the formula for <br />determining assessments for odd-shaped lots as well as noted that side lots <br />are assessed at 20% of front footage. <br />The Engineer then reviewed the proposed project schedule as well as <br />specific construction issues dealing with communications, and <br />continuance of mail delivery and garbage service. <br />The Engineer reviewed the preliminary assessment roll for the project, <br />noting that once the project is completed, there will be an assessment <br />hearing held in the fall. At that time, assessment issues will be reviewed <br />and the final assessment roll adopted. Once adopted, property owners will <br />have 30 days to pay their assessment to the City with no interest. If not <br />paid, the assessment will be certified to Ramsey County for collection <br />with property taxes. The assessment will be spread over aten-year period <br />at an estimated interesC rate of 6.5%. Property owners have the ability to <br />pay their assessment in full anytime during the ten-year collection period. <br />If paying the assessment in full, payment should be made prior to <br />November 15`h of any given year, otherwise the County will add the <br />subsequent year's interest to the pay-off balance. There are also options <br />for deferment of assessments for senior citizens and the disabled, based on <br />income levels. If deferred, interest would continue to accrue on the <br />assessment balance. <br />The City &rgineer opened the hearing up to questions from the general <br />public. <br />Larry Tschida indicated his preference for barrier curb stating that it <br />conveyed water better and was easier for snow plowing. Tschida asked if <br />there would be maintenance agreements for rainwater gardens. Tschida <br />asked whether property owners could remove the gardens if they felt <br />maintaining them was burdensome. <br />2 <br />
