gardens are being proposed along Sextant Avenue. The Engineer asked
property owners interested in a rainwater garden to indicate their interest
on the sign-up sheet this evening. If enough interest is not expressed this
evening, the Engineer will be contacting individual property owners to
provide more information and determine interest.
The Engineer then explained the City's assessment policy, noting that the
cost of a residential street reconstruction is assessed at 85% of cost based
on a residential urban section road, with the cost to property owners
capped at $54.64 per front foot. The Engineer explained the workings of
the assessment policy noting that the minimum front footage assessed is
75 feet (based on minimum residential lot width), and the maximum front
footage is 125 feet. The Engineer also explained the formula for
determining assessments for odd-shaped lots as well as noted that side lots
are assessed at 20% of front footage.
The Engineer then reviewed the proposed project schedule as well as
specific construction issues dealing with communications, and
continuance of mail delivery and garbage service.
The Engineer reviewed the preliminary assessment roll for the project,
noting that once the project is completed, there will be an assessment
hearing held in the fall. At that time, assessment issues will be reviewed
and the final assessment roll adopted. Once adopted, property owners will
have 30 days to pay their assessment to the City with no interest. If not
paid, the assessment will be certified to Ramsey County for collection
with property taxes. The assessment will be spread over aten-year period
at an estimated interesC rate of 6.5%. Property owners have the ability to
pay their assessment in full anytime during the ten-year collection period.
If paying the assessment in full, payment should be made prior to
November 15`h of any given year, otherwise the County will add the
subsequent year's interest to the pay-off balance. There are also options
for deferment of assessments for senior citizens and the disabled, based on
income levels. If deferred, interest would continue to accrue on the
assessment balance.
The City &rgineer opened the hearing up to questions from the general
public.
Larry Tschida indicated his preference for barrier curb stating that it
conveyed water better and was easier for snow plowing. Tschida asked if
there would be maintenance agreements for rainwater gardens. Tschida
asked whether property owners could remove the gardens if they felt
maintaining them was burdensome.
2
