For the section from Rose <br />Place to the cul-de-sac, the Chester's voiced opposition and another <br />property owner voiced support for the project. <br />There was no one else present wishing to comment on Chis project. <br />Upon motion by LaValle, seconded by Montour, the public hearing was <br />closed. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2006-I-3 -ORDERING IMPROVEMENT NO. <br />2006-OS AND 2006-06, SAVAGE LANE FROM SEXTANT AVENUE <br />TO THE CUL-DE-SAC, AS RECOMMENDED BY THE CITY <br />ENGINEER, AS WELL AS THE PREPARATION OF PLANS AND <br />SPECIFICATIONS <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />IMP. Mayor Blesener opened the Improvement Hearing to consider the <br />HEARING- improvement of Ruth Street by street reconstruction, concrete curb and <br />RUTH gutter, and drainage enhancements. <br />STREET <br />The City Engineer reviewed the Project History reporting that under the <br />pavement management rating system, Ruth Street rates 40 points out of a <br />possible 100. The street is currently 30 feet wide within a 60-foot right- <br />of-way and has bituminous curb. There is existing water main and <br />sanitary sewer along the length of the road. <br />The Engineer reported that Ruth Street is proposed to be reconstructed to <br />an urban section with concrete curb and gutter and a 30-foot width. There <br />will be some grade modifications made to ensure proper drainage. He <br />noted that while he recommends barrier curb and gutter, the City would be <br />willing to install surmountable curb and gutter if that is the preference of <br />the residents. The Engineer also reported that in order to improve <br />sediment removal and water treatment within the City, rainwater gardens <br />are being proposed along Sextant Avenue. The Engineer asked property <br />owners interested in a rainwater garden to indicate their interest on the <br />sign-up sheet this evening. If enough interest is not expressed this <br />evening, the Engineer will be contacting individual property owners to <br />provide more information and determine interest. <br />12 <br />
