Rusch stated that there is some water that ponds at the lower end of the <br />street. The Engineer reported thaC some additional inlets will be installed, <br />and grades will be modified to address drainage concerns. The Engineer <br />noted that the rainwater gardens will be an added benefit in addressing <br />drainage concerns as they will take the first inch of water from a rainfall. <br />Brenda Rusch asked about the location of rainwater gardens. The <br />Engineer indicated that they will be placed in the boulevard area about 1 <br />Co 20 feet behind the street. The maximum depth for these gardens is 18 <br />inches. The Engineer indicated that the gardens can be an amenity for <br />properties. However, if property owners do not maintain them, they can <br />become an eyesore. That is why the City is seeking property owners <br />interested in a rainwater garden on their property so they are willing to <br />make the commitment to maintain them. <br />Brenda Rusch indicated that there is a traffic speed problem on Ruth Street <br />as the street is used as a Chrough street by some of Che people living in the <br />nearby condominiums. Derek Rusch reported that the Sheriff's <br />Department does a good job of traffic enforcement in the area when they <br />are present, buC pointed out that they cannot be in Chis location all the time. <br />Rusch asked about the installation of speed bumps on the street. The City <br />Administrator indicated that speed bumps are not practical given the need <br />to plow streets in the winter. He indicated that traffic calming efforts are <br />difficult; and agreed that the Sheriff does a good job when they can patrol <br />this area. The Administrator indicated that he would ask the Sheriff's <br />Department to keep up speed control efforts in this area. <br />Marge Barrett asked if the City planned to make any changes to the <br />existing parking prohibitions on the street. Barrett and the other Ruth <br />Street property owners present felt these restrictions were working well. <br />The City Administrator replied that no changes were planned. <br />Rusch indicated that there are very poor soils in this area, and suggested <br />that this may raise the cost of Che improvement. The Engineer noted that <br />the assessable portion is capped at $54.64 per front foot under the City's <br />assessment policy. <br />There was no one else present wishing to comment on this improvement. <br />Upon motion by LaValle, seconded by Allan, the public hearing was <br />closed. <br />Upon motion by LaValle, seconded by Montour, the public hearing was <br />closed. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />14 <br />
