The City Administrator indicated thaC the City has not implemented <br />maintenance agreements for the gardens, noting that last year was the first <br />year that these gardens have been constructed. The Administrator <br />indicated Chat the gardens would be located within the street right-of-way; <br />therefore, property owners would not have the ability to remove the <br />gardens withouC the permission of the City. <br />Tschida indicated that for the upcoming hearing on Savage Lane, he was <br />opposed to a narrow, one-way street section as is being proposed. Tschida <br />noted that the traffic utilizing Savage Lane is equally disbursed either <br />direction. The Administrator indicated that there are only about 25 cars <br />per day on this section of Savage Lane. Tschida noted that the same <br />would be true for Sextant Avenue. <br />Tschida indicated that he was in favor of Che reconstruction of SextanC <br />Avenue. John Steimer also indicated his support for the project. <br />There was no one else present wishing to comment on this project. <br />Upon motion by LaValle, seconded by Montour, the public hearing was <br />closed. <br />Mr. LaValle introduced Che following resolution and moved its adoption: <br />RESOLUTION NO. 2006-I-I -ORDERING IMPROVEMENT NO. <br />2006-02, SEXTANT AVENUE, AS WELL AS THE PREPARATION <br />OF PLANS AND SPECIFICATIONS <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />IMP. Mayor Blesener opened the Improvement Hearing to consider the <br />HRARING- improvement of Morrison Street between Rose Lane and Demont <br />MORRISON Avenue as well as Rose Lane fi•om McMenemy Road west to the dead <br />STR}/)JT end by street reconstruction, concrete curb and gutter, and drainage <br />AND enhancements. <br />ROSl; LAN)C <br />The City Engineer reviewed the Project History reporting that under the <br />pavement management rating system, Morrison Street rates 41 points and <br />Rose Lane rates 44 points out of a possible 100. These streets are <br />currently 28 to 32 feeC in width within a 60-foot right-of-way and are rural <br />section streets. Water main and sanitary sewer exist along the street <br />lengths, and there is a minimal storm sewer collection system in place. <br />
