Tom McSherry suggested that while Rose Lane is in need of <br />improvement, the improvement of Morrison Street could be delayed. <br />McSherry indicated that Morrison Street in front of his house was in good <br />condition. <br />The City Engineer reported that while there are portions of Morrison in <br />fair condition, there are sections that are not. The Engineer also indicated <br />that from an economy of scale standpoint as well as to minimize <br />inconvenience to property owners, it made sense to do both streets at once. <br />He noted that part of the problem is the poor drainage from Rose Lane, <br />and it was most practical to correct the drainage issues as well as <br />reconstruct both streets at the same time. <br />A property owner noted that the estimated total cost of the two streets is <br />$510,000 while the amount assessed is $112,000. The property owner <br />asked who pays for the amount over the assessable cost. The City <br />Administrator replied that the City picks up the balance of the cost with <br />money on hand from previous bond issues and interest earnings, as well as <br />levy dollars. The Administrator noted that the City began levying tax <br />dollars in 2003 to help fund the cost of infrastructure improvements. <br />A property owner expressed concern about rainwater gardens becoming <br />unsightly in the event property owners fail to maintain them. Blesener <br />noted that this is why the City is asking for volunteers for the gardens. If <br />property owners do not want a rainwater garden, they will not be forced to <br />have one. <br />Mrs. Facente, the property owner at the corner of Rose Lane and Morrison <br />Street, indicated that the pavement is not centered within the right-of-way. <br />The City Engineer reported that he will review the grades and try to center <br />the pavement as much as practical working with the grades as well as <br />existing driveways. He noted Chat in some areas the pavement will have to <br />remain off-center to ensure that driveways continue to work. <br />Facente was concerned that there was not enough remaining right-of-way <br />]eft at the edge of the street to install concrete curb and gutter or rainwater <br />gardens. The Engineer noted that the City would place rainwater gardens <br />in a property owner's yard if they wanted one. Concern was expressed <br />about the maintenance of these gardens. Allan noted that the gardens can <br />be planted with low-maintenance, native shrubs, thus minimizing <br />maintenance. <br />Mrs. Facente, 2559 Morrison Street, noted that they will be assessed for <br />both Morrison Street and Rose Lane. They indicated that Morrison Street <br />is their primary frontage, and felt they would be assessed 100% of <br />
