frontage for Morrison Street and 20% of frontage for Rose Lane. The City
Administrator indicated that the City will review the assessment of corner
lots more closely to ensure that property owners are being treated
equitably.
Kevin Anderson, Rose Lane, asked if the power line going into his house
could be buried. The City Adminishator suggested that this may be able
to be coordinated with Xcel Energy as part of the project. However, there
will be cost to Anderson associated with this work.
Anderson also noted that his driveway is steep and there is water running
from his driveway into his neighbor's. The City Engineer indicated that
he will look at Chis as part of the street design.
Steve Carrigan, 325 Rose Len, indicated that he has trouble with his
sanitary sewer line and asked if repair work could be coordinated as part
of the project. The City Administrator agreed that the time to repair the
sewer line would be as the project is being done.
One property owner expressed concern about losing a tree. The Engineer
pointed out that given that the existing width of the street and the proposed
width are not much different, it was doubtful that the tree would be lost.
Blesener noted that if the pavement can be more centered in the right-of-
way, the property owner was likely to gain some yard area.
Anderson pointed out that if the project did not go at this time, it would
likely move forward in 1 to 3 years aC a higher cost.
The Facente's indicated that they were opposed to the curb and gutter.
The Engineer explained that the concrete curb and gutter both protect the
edge of the street as well as convey storm water. This protects the
investment in the street as the street will last longer. IC was noted that give
the City's cap on the residential assessment rate, the project would not
cost the property owners any more in assessments with or without the curb
and gutter.
One property owner indicated their need for a new driveway asking if Chey
should delay the work until the sheet project is completed. The City
Administrator suggested that the driveway be delayed so that it can be
matched to the new street grades. Blesener noted that as part of the
project, properties will receive four-foot concrete driveway aprons.
Carrigan noted that his electrical is underground while his two neighbors
have overhead service. The City Administrator reported that Xcel Energy
charges a premium for the burying of utilities. He noted that the City can
