The grant k for funds to which the City is entitled for com- <br />plying with mandatory planning requirements. You will note that the total program out- <br />lined is in excess of the pending contract with Midwest Planning for $13,500. I assure <br />you that Midwest Planning is committed to deliver all the planning elements to bring the <br />City into compliance with mandatory planning for our stipulated contract amount. It <br />should be recognized, however, that there will be staff time devoted simply to organizing <br />meetings, publication notices, legal aspects and possibly some engineering involved in <br />the process. We have added an estimate in for these items. <br />The intent of this increased amount is to demonstrate the City's commitment to the project. <br />We are suggesting that this local contribution be "in- kind" service for time and materials <br />rather than a cash outlay. <br />It is also anticipated that additional monies will be made available in the future to cities <br />for completing their planning programs. Money was again appropriated by the last session <br />of the legislature for the Metropolitan Council to disburse during the years 1978 and 1979. <br />Should the City want to recupe more of its costs including those in -kind service costs, it <br />is therefore appropriate to reflect them in the initial grant application. <br />Do not hesitate to contact us should you have questions concerning this matter. <br />cc: Joseph Chlebeck, City Clerk <br />Clayton Parks, City Attorney <br />Don Carley, City Engineer <br />0018 <br />
