(3) Priority shall be given to trail projects that continue or link intor <br />other trail systems or proposed trail systems. <br />(4) Eligible trail project applications received by OLUA shall be ranked from <br />highest to lowest in relation to those projects located within applicant <br />areas which have the fewest miles of similar trails in relation to their <br />population. <br />Priority shall be given to eligible applicants that can demonstrate that <br />the proposed trails are readily accessible to the public by vehicular, pedestrian <br />and bicycle traffic and are available to the entire community. <br />APPLICATIONS WITHIN THE JURISDICTION OF THE METROPOLITAN COUNCIL SHALL BE EVALUATED <br />AND RANKED BY OLUA PURSUANT TO THE CRITERIA LISTED ABOVE AND BY THE METRO COUNCIL <br />PURSUANT TO THEIR CRITERIA. THE DETERMINATION OF WHICH PROPOSALS SHALL RECEIVE <br />FUNDING SHALL BE MADE BY COMBINING THE TWO RANKINGS ON AN EQUAL BASIS. <br />(5) <br />PROCESSING OF APPLICATIONS: <br />To the extent that LAWCON and State grant dollars are available the preliminary <br />application will be programmed. Being "programmed" means that the Office of Local <br />and Urban Affairs will submit the application to the Bureau of Outdoor Recreation <br />(BOR) for a LAWCON grant or for a state grant if the applicant meets the following: <br />(1) Attends a meeting scheduled this fall to explain the documentation for <br />FINAL application. <br />(2) Submits the FINAL application by February 10, 1978 by the programmed local <br />unit of government. <br />0023 <br />
