OUTDOOR ATHLETIC COURT APPLICATION FOR FISCAL YEAR 1978 <br />ELIGIBLE APPLICANTS: <br />Eligible applicants are; counties, cities, towns, school districts, and public post secondary <br />education institutions along with special park districts or elected park and recreation <br />boards in cities of the first class. <br />GRANT FUNDING FOR 1978: <br />The 1977 session of the Minnesota Legislature at the request of Governor Perpich enacted an <br />Outdoor Recreation Grant Program to be financed with proceeds from the sale of bonds. <br />Included is a new program which provides 50% of the development cost of outdoor athletic <br />court facilities to be used for tennis, basketball, volleyball, and handball on existing <br />public land. Applications were sent out July 1, 1977 for projects to be constructed during <br />the summer construction season of 1977. The enclosed application is for the remainder of <br />these funds for the 1978 construction season. Highest ranking projects will be programmed <br />for a 50% state grant to be matched by a 50% local share. <br />Amount available for fiscal year 1978: <br />Metropolitan Area Local Governments Local Governments in the Remainder <br />50% State Grants $300,000 of the State <br />$300,000 <br />Submission deadline: <br />The attached application (yellow form) must be received by 5 p.m. on September 16, 1977. <br />Applications received after the September 1I3, 1977 deadline or incomplete applications <br />will be returned. <br />Submit application to: Parks and Recreation Grants Section <br />State Planning Agency <br />Room 101, Capitol Square Building <br />St. Paul, Minnesota 55101 <br />A copy of the completed application should also be sent to the appropriate regional <br />development commission, metropolitan clearinghouse, or the Metropolitan Council for review, <br />at the same time it is sent to the Office of Local and Urban Affairs (see attachment 1). We <br />will ask each regional development commission and the Metropolitan Council to help rank <br />applications from their respective regions. <br />If you have any questions concerning these applications, please call the Parks and Recreation <br />Grants Section at (612) 296 -4703. <br />ELIGIBLE FACILITIES: <br />"Outdoor athletic courts" means a special surface area and supporting equipment for <br />structures <br />boundaries sand aare played ontan marked hsurfacce,ulimited to basketball, <br />volleyball, handball, and tennis. <br />EVALUATION CRITERIA: <br />APPLICATIONS OUTSTATE OF THE JURISDICTION OF THE METROPOLITAN COUNCIL SHALL BE EVALUATED <br />AND RANKED BY OLUA BY GIVING EQUAL CONSIDERATION TO EACH OF THE FOLLOWING CRITERIA: <br />Priority shall be given to eligible applicants that demonstrate athletic courts will <br />be developed jointly with one or more eligible applicant. Included shall be evidence <br />of cooperative use of such facilities between schools, cities, and other local units. <br />Eligible project applications received by OLUA shall be ranked in order from highest <br />to lowest in relation to those projects located in cities or towns which have the <br />lowest number of similar public athletic courts to their population. <br />Eligible project applications received by OLUA shall be ranked in order from highest <br />to lowest by the distance the project is located away from similar existing public <br />athletic courts. <br />(4) Priority shall be given to eligible applicants that can demonstrate that the proposed <br />courts are readily accessible to the public by vehicular and pedestrian traffic, serve <br />residential areas, and are available to the i, onmunity. <br />
