APPLICATIONS FROM WITHIN THE JURISDICTION OF THE METROPOLITAN COUNCIL SHALL BE EVALUATED AND RANKED BY OLUA UNDER THE CRITERIA FOUND ABOVE AND BY THE METRO COUNCIL PURSUANT TO THEIR CRITERIA LISTED BELOW. THE DETERMINATION OF WHICH PROPOSALS SHALL RECEIVE FUNDING SHALL BE MADE BY COMBINING THE TWO RANKINGS ON AN EQUAL BASIS. (A) Project Criteria: 1. Project demonstrates cooperation between units of government 20 2. Need Points awarded for 2.a and /or 2.b. Points for 2.c are mutually exclusive from points for either 2.a or 2.b (a) Development will satisfy a deficiency in facility in existing system 10 (b) Development will satisfy a deficiency in facility distri- bution in existing system 10 (c) Development will satisfy a future need 5 3. Financial resources available to community 15 4. Maximum use (Points awarded for 4.a or 4.b) (a) Development will increase usage of an existing facility 20 (b) New development will provide for maximum patronage according to surrounding locations and land use 20 5. Availability (a) Project is accessible by foot or bicycle 5 (b) Project is accessible by car 5 TOTAL. POSSIBLE POINTS /PROJECT 95 (B) Housing criteria of the Metropolitan Council shall be given a one third value in the ranking of applications. PROCESSING OF APPLICATIONS: (1) Upon receipt of a complete application, not later than September 16, 1977, OLUA will evaluate and rank applications. In the Metropolitan area, the Metropolitan Council and OLUA will evaluate and rank applications. (2) OLUA will notify all applicants during November, 1977 as to whether they were successful or not. (3) Successful applicants will be sent project agreements for athletic court project. Upon execution of these project agreements by the local government unit and the state, grant awards will be sent to the successful applicant in time to start the project at the beginning of the 1978 construction season. 0026
