- 6 - <br />Section 2. The sheriff of Ramsey County, or the sheriff's <br />designee, shall be the Chairman of the Board and shall take <br />office at the first meeting of the Board. <br />Section 3. The vice - chairman of the Board shall be a director <br />elected from among and by the directors representing any of the <br />following municipalities which are members: Arden Hills, Blaine, <br />Falcon Heights, Gem Lake, Lauderdale, Little Canada, Maplewood, <br />Mounds View, New Brighton, North Oaks, North St. Paul, Roseville, <br />Shoreview, Vadnais Heights, White Bear Lake, White Bear Township. <br />The vice - chairman shall be elected in accordance with this section <br />at the first meeting of the board. Thereafter, on the anniversary <br />date of this agreement, the vice - chairman shall be elected from <br />among and by the board of directors. <br />Section 4. A director shall be elected as a secretary- treasurer <br />from among and by the directors representing any member. He shall <br />be elected at the first meeting of the board and a new election <br />shall be held on each anniversary date of this agreement. <br />Section 5. At the organizational meeting, or as soon therafter <br />as it may reasonably be done, the board shall adopt bylaws <br />governing its procedures, including the time, place, and frequency <br />of its regular meetings. Such bylaws may be amended from time <br />to time, but as a minimum, they shall provide for an annual public <br />meeting of the board to be held each year and, in addition, for <br />regular meetings of the board to be held at least quarterly. <br />0027 <br />
