NORTHWEST ASSOCIATED CONSULTANTS, INC. <br />4800 Olson Memorial Highway, Suite 202, Golden Valley, MN 55422 <br />Telephone: 763.231 .2555 Facsimile: 763. 231.2561 planners($nacplanning.com <br />MEMORANDUM <br />TO: Mayor Blesener and Little Canada City Council <br />FROM: Stephen Gillman <br />DATE: May 22, 2008 <br />RE: <br />STAFF REPORT UPDATE <br />Little Canada — Rossow CUP /IUP — 3164 Ryan Lane <br />Minnehaha Transportation, Auto Rescue, Quality Contracting <br />FILE NO: 758.09 — 08.10 <br />Background and Analysis <br />Lee Rossow appeared before the Planning Commission on May 8, with a request for an <br />amendment to the Conditional Use Permit for Outdoor Storage at 3164 Ryan Lane, as <br />well as an Interim Use Permit to allow Quality Contracting to utilize the site for Off-site <br />Outdoor Storage. The Planning Commission recommended approval of the CUP and <br />IUP, with a number of conditions relating to updating plans and submission of additional <br />information. Those conditions were as follows: <br />Outdoor Storage CUP: <br />a. The storage area in question occupies an area no greater than sixty percent (60 %) of the <br />gross square footage of the subject parcel. This issue will need to be addressed. It <br />appears from the site plan that approximately 90% of the 2.6 acre site is proposed to be <br />used for outdoor storage, divided up into 4 general areas. The first is an area just <br />around the building, enclosed by an existing fence. The second is an area is south of <br />the building, beneath a set of electric transmission lines. The third area comprises the <br />southwest corner of the (proposed to be rented to Quality Contracting), and the fourth <br />area is in the southeast corner of the site. <br />b. The outdoor storage of equipment or materials, as defined by this Ordinance, must be <br />capable of moving under its own power, stored on a trailer, stored within weather -proof <br />containers, or other storage arrangements as approved by the City Council. Storage of <br />any material directly on the ground when the dimensions of such item are less than three <br />(3) feet in width, length, and height, shall be prohibited wherever the City Council <br />
