determines that reasonable alternatives exist consistent with this section. With the <br />exception of the towed vehicles, the applicant has not provided detail about the storage. <br />c. Outdoor storage areas must be kept in an orderly condition, permitting vehicular access <br />to all materials or equipment. Lanes at least ten (10) feet in width shall be required to <br />meet this standard. No portion of the outdoor storage shall be more than fifty (50) feet <br />from any access lane or other drive aisle. The site plan does not detail the layout of the <br />storage. It is unclear if the applicant has a proposed user for some q fthe area at this <br />time. If the CUP is approved, this detail would need to be provided prior to any <br />occupancy. <br />d. Except for construction equipment which is stored or parked in its most compact <br />condition, outdoor storage may not exceed eight (8) feet in height as measured from the <br />ground on which it is located. The site plan does not detail the layout of the storage. <br />e. Waste or recyclable material shall be contained in a refuse container. All such containers <br />shall be stored within a screened enclosure within the rear yard of the property. The site <br />plan does not detail the location of waste containers — this requirement shall be a <br />condition of approval. <br />f. All lighting shall be hooded and so directed that the Tight source shall not be visible from <br />the public right -of -way or from neighboring residential uses, and shall be in compliance <br />with Section 903.020.I of the Zoning Ordinance. The site plan does not detail the layout <br />of the site lighting — this requirement shall be a condition of any approval. <br />The revised site plans address items c, e, and f For item a, the applicant shows a total of 3 <br />storage areas relating to the 3 proposed tenants. Area 1 is 20,125 square feet, and would be <br />occupied by Quality Contracting under an off -site storage 1UP (see below). Area 2 is 16,000 <br />square feet and would be occupied by Auto Rescue. Area 3 is 6,125 square feet and would be <br />occupied by Minnehaha Transportation. Each of these areas shows access aisles that are much <br />wider than the City's 10 foot minimum. The applicant has not included the access aisles in the <br />calculation ofthe outdoor storage amounts. If this interpretation is used, 37% ofthe site would <br />be occupied by outdoor storage, well under the 60% nzaxinzuni allowance. If 10 feet of the <br />proposed aisles is counted against the 60% coverage allowance, about 50% of the site would be <br />covered by outside storage area, including 10 foot access aisles. Under either calculation, the <br />application would be well under the 60% threshold. <br />For items b and d, no additional information has been received. Quality Contracting would <br />presumably store construction equipment. but the nature of the storage has not been identified. <br />The purpose of requesting information on the storage material is not to limit the site to that <br />material, but to verify that it complies with the size and mobility requirements of the ordinance. <br />Off -site Outdoor Storage IUP: <br />The items identified Mr the Conditional Use Permit were the sane items that were insufficient <br />for the Interim Use Permit, namely, storage area, verification that the storage would meet the <br />height standards. <br />
