MINUTES
PARKS & RECREATION COMMISSION
APRIL 4, 2013
MAY PARK The consensus of the Commission was that the spring park tour would be
TOUR conducted on Thursday, May 2°d, at 5:30 p.m. prior to the Commission
meeting. Commissioners should meet at the City Center. It was further
decided that the focus of the tour will be identification of buckthorn
problem areas and reforestation. The Commission will also visit Nadeau
Park.
Maida asked if City staff would do the buckthorn removal. The Director
indicated that in the past the State prison crew has been hired to do the
removal with City staff doing the chipping. He anticipated that the crew
could again be hired to do this removal work.
NADEAU Sanders submitted to the Commission for review two playground
PARK equipment proposals for Nadeau Park that were redesigned based on input
PLAY from the general public as well as the Commission members at the last
EQUIPMENT meeting.
UPGRADE
Sanders began with a detailed review of the design submitted by Flanagan
Sales and incorporates Little Tikes equipment. The cost of this proposal is
$52,228.61 which includes the equipment, one shade structure, surfacing,
and installation. Sanders noted that an additional shade structure would
cost approximately $3,500.
Sanders then reviewed in detail the design submitted by Flagship
Recreation which incorporates Landscape Structures equipment. The cost
of this proposal is $49,677.20 which includes the equipment, one shade
structure, surfacing, and installation. An additional shade structure would
cost $2,752.80.
The Commission discussed in detail both playground designs focusing on
the various pieces of equipment included in the design and their location,
age appropriateness of each element, shade structures and their
orientation. There was discussion about safety of the various pieces of
equipment, and Sanders pointed out that all of the equipment elements
must meet regulated safety standards. The majority of the Commission
favored the Flagship Recreation design, commenting that the various
components seem to appeal to a wider range of ages. The Commission
also favored the grouping of two swings with one child's swing, noting
that this was an issue raised at the neighborhood design meeting. The
Commission also favored the two shade structures as proposed by
Flagship, and again noted that this issue was raised by the neighborhood.
2
