MINUTES <br />CITY COUNCIL <br />JANUARY 25, 2006 <br />increment financing assistance from the City for either the second phase of <br />their County Road B site or their Lillehei facility. St. Jude has future <br />plans for another addition to this facility, and the Administrator fe1C the <br />land transfer would be a good incentive to SC. Jude Co continue to develop <br />within Little Canada. He noted that there was some tax increment <br />financing provided to St. Jude for the development of their first phase of <br />the County Road B facility; however, it was limited given it was for a <br />seven year timeframe. The Administrator noted that if the Council. was <br />agreeable to the land transfer concept, a property division and combination <br />would be required as well as a rezoning. <br />Blesener asked if the property was wetland or buildable. The <br />Administrator thought that part of the site was wetland. He again noted <br />that St. Jude would use part of the property for ponding and part for <br />additional parking should a third addition be made to their County Road B <br />site. The Administrator pointed out that transferring this property Co St. <br />Jude would get the property on the tax rolls as well as eliminate the City's <br />need to maintain the property. <br />The Administrator indicated that if the City supports the land transfer, the <br />property division and rezoning would be considered during the February <br />meeting cycle. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2006-I-IS -AUTHORIZING THE CITY <br />ADMINISTRATOR TO MOVE FOR WARD WITH THE COUNTY <br />ROAD B LAND TRANSFER TO ST. JUDE MEDICAL <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (3). <br />Nays (0). Resolution declared adopted. <br />COLISEUM Tim Carrier expressed concern with the Coliseum Billiard business, and <br />BILLIARDS indicated that since the billiard hall has been in operation there has been <br />increased crime in his neighborhood. Carrier felt that there was a criminal <br />element traveling between a neighboring apartment complex and the <br />billiard hall, and these people were causing problems for the single-family <br />neighborhood that lies between. <br />Blesener noted that the Council has a report from the Sheriff's Department <br />relative to Che six-month review that was done on the billiard hall last <br />August, which indicates Chat Coliseum Billiards has not been a problem. <br />Blesener noted that earlier in Che meeting the Council approved the CUP <br />for the new owners of Coliseum Billiards with the stipulation that there be <br />
