ALTERNATIVE 2 <br />A municipality could pass regulatory ordinances approved by the Minnesota <br />Department of Health and Ramsey County Board of Health and conduct a part -time <br />environmental health program. <br />EXAMPLE: The City of Roseville has identified a need to inspect the increasing <br />number of food establishments in their community. These services are fulfilled <br />by contractual arrangement with environmental health consultants. <br />Under these alternatives, the municipality is obliged to negotiate and <br />execute an agreement with the Minnesota Department of health accepting delegated <br />authority for licensing and inspection of food and lodging accommodations as <br />described in the Minnesota Statutes 157. <br />OPTION 2 <br />Joint powers agreements between two or more municipalities for provision <br />of environmental health services. <br />Because individual municipalities, acting on their own behalf, may not have <br />the required resources or proven need to develop environmental health services, <br />it would be possible to mutually cooperate by combining resources to provision of <br />these services. Division of expenditures allocated for these services would be <br />based on a pre - determined formula. <br />A few problems may hinder this approach. <br />A. Contiguous or geographically close municipalities may not want to <br />participate in a joint powers agreement. <br />B. Participant municipalities may have varied environmental health service <br />needs which conflict with the proposed joint agreement plan. <br />C. Environmental problems may transcend municipal boundaries. <br />Municipalities wishing to select Option 2 for provision of environmental <br />health services through joint powers agreements will be supported by the Ramsey <br />1.7 <br />
