Before additional specific environ- <br />mental health program objectives can be deteiu[i.ned, a delivery mechanism must be <br />selected by suburban Ramsey County municipalities. <br />The Community Health Services Advisory Board under the <br />direction of the Ramsey County Board of Health will identify objectives to be <br />reached which will help achieve the ultimate goal. <br />Several options are available to choose from for delivery of environmental <br />health services. The following is a brief discussion of these options with <br />related examples. <br />OPTION 1 <br />Individual municipalities may develop and implement or expand existing environ- <br />mental health programs. <br />This approach for delivery of environmental health services may be feasible <br />for only a few suburban municipalities. The remaining municipalities would not have <br />resources or need to support an environmental health program on an individual basis. <br />If an individual municipality selects this option, there are alternatives <br />for provision of environmental health services. <br />ALTERNATIVE 1 <br />The municipality could pass regulatory ordinances approved by the Minnesota <br />Department of Health and the Ramsey County Board of Health and conduct a full - <br />time environmental health program. <br />EXAMPLE: The City of New Brighton has employed a full -time staff environmental <br />health specialist. This person conducts inspections, responds to complaints and <br />provides technical and consultative assistance in a variety of environmental areas. <br />The city has a comprehensive housing maintenance program for multiple family <br />dwellings, inspects food establishments and swimming pools and follows through <br />on general sanitation nuisance complaints. City ordinances are established for <br />each area. ;, 16 <br />
