Little Canada Planning Commission Page three <br />6 July 1978 <br />5. Section 1004.010(c)(2) requires "Location and widths of <br />utility easements." The easements shown on the applicant's <br />preliminary plat are unclear and incomplete, i.e. Lots <br />12 -22 at the south property line. Section 1006.070 further <br />requires "Easements at least a total of 12 feet wide, <br />centered on rear lot lines, shall be provided for utilities, <br />where necessary. They shall have continuity of alignment <br />from block to block, and at deflection points, easements <br />for pole -line anchors shall be provided." <br />6. Section 1004.010(c)(3) requires an "Indication of the proposed <br />storm water runoff through use of arrows or notes." One of the <br />most significant requirements with regard to this proposal <br />is indication of drainage. Since the property in question <br />drains to the County ditch and ultimately into Lake Gervais, <br />the direction and flow of runoff water becomes very <br />important, especially in light of problems previously <br />experience in Little Canada. <br />Drainage is also referred to in Section 1004.010(c) "Before <br />any preliminary plan is approved by the Village Council, the <br />information furnished with said plan must show conclusively <br />that the area proposed to subdivided is drainable and that the <br />land is of such nature as to make its intended use practical and <br />feasible. If these features are not apparent, the owner shall <br />be required to enter into an agreement guaranteeing that all <br />adverse conditions will be corrected and that drainage will <br />be accomplished in a satisfactory manner. The final decision <br />in this matter shall be made by the Village Council acting <br />upon the advice and recommendation of its Engineer or other <br />authorized representative." <br />7. Section 1006.010 States "No full width street shall be less <br />than 60 feet wide." While the proposed Beam Avenue measures <br />60 feet, it is labeled as 50 feet. <br />Site Design. The following are issues which relate to the advisability of approving <br />the preliminary plat based upon design. <br />1. The building designated "Mariana House" is shown as having a <br />30 foot setback from the newly proposed street entering the <br />industrial area. The requirement contained in the Little Canada <br />Zoning Ordinance calls for a side yard setback of 40 feet on <br />corner lots. A 10 foot variance would be required if the plat <br />were to be approved. <br />
