Little Canada Planning Commission <br />6 July 1978 <br />Page Five <br />In addition, it is felt that the developer has not been sensitive enough to the <br />interests of property owners to the south. It should be noted that the property is <br />admittedly difficult to deal with, but at the same time it is felt that the best <br />design for the site has not been achieved. <br />The concept of two family residential buffering the single family residential from <br />industrial use at a major break in topography is still seen as a good concept. <br />However, in view of the preliminary plat requirements yet to be fulfilled and <br />the design issues yet unresolved, it is impossible to recommend approval of <br />this preliminary plat at this time. Not wishing to be completely negative to <br />this proposal, the following alternatives are offered for discussion purposes only: <br />1. A looped circulation system from South Owasso Boulevard <br />terminating in a cul- de-sac just west of Jackson Street <br />(See Sketch 111). This design would protect the property <br />owners to the south from the impact of the proposed higher <br />intensity use. However, the marketability of the resulting <br />Tots would be questionable because of the necessity of <br />driving through an industrial area to access their <br />neighborhood. <br />2. Looping Beam Avenue back to the south via the platted Boss <br />Road. This does not offer a solution to the impact of traffic <br />on the neighborhood to the south, but does create two means <br />of access to Beam Avenue and eliminates a potentially <br />hazardous long cul-de -sac. It should be noted that this <br />proposal has come up against considerable opposition from <br />the neighborhood to the south. <br />3. Connecting the proposed Beam Avenue to the proposed industrial <br />street to the north with a short road between Lots 7 & 8 (residential) <br />and 7 & 8 (industrial) would provide an alternative access to the <br />entire neighborhood. Chances of industrial traffic penetrating <br />the residential could be eliminated by methods of traffic control <br />and property restrictions, i.e. requiring Lots 7 & 8 (industrial) <br />to access only on the industrial street and prohibiting trucks <br />from going south at the new intersection.
