LAY 11, 1978 <br />The Park Commission met at 7:30 pm. Eay 11, 1978 at the City <br />Center with the following members in attendance: Spooner, Jesperson <br />forelan, Saiko, Sanders and Donovan. <br />Tim Erkala, a representative of the firm of I4idWest planing, met <br />with the commission to discuss methods of applying for <br />various grants. <br />He stated all grants tend to favor low to medium housing <br />communities, and that matching funds grants were the most <br />easily obtainable. <br />He emphasized the need to include certain statements regarding <br />parks in our Comprehensive Plan. <br />1. That Spooner Park, centraly located in the City of Little <br />Canada is the major park for the city. <br />2. It would include passive recreation, trails, organized <br />recreation. <br />3.. That it is compatible to its surroundings, including the <br />school, Ramsey Cty. and Water Works. <br />4. Should include letters from the School Dist, perhaps the <br />County, Water Dept. stating that they support our park plans. <br />Since we do not own the property it would be necessary to enter <br />into a joint powers of agreement with School Diet. 623 in applying <br />for a grant. Bob De Bace will be contacted by Carl Spooner and <br />along with Joe Chelbeck,city clerk; Bill Sanders and perhaps a <br />representative of Lid West Planing they should meet with <br />the School Board at the earlist opportunity in order to expidite <br />this matter. <br />Applications will be available in June should be completed by July <br />and will be reviewed. In october we should know whether or <br />not a grant will be forthcoming. <br />Some of the things on our list of projects that need to be <br />accomplished he suggested they be inclined to fund are upgrading <br />of nature trails, developing wild flower trail, parking facilities <br />and erosion control. He stated they are sometimes quite willing <br />to fund purchasing of land for parks if they are a major park, <br />they are not interested in anything that would be neighborhood <br />oriented. <br />I:r. Spooner thanked him and he left the meeting. <br />There was mush discussion on the Band Shelter.
