. 2, c7,. <br />A special meeting of the Park Commission was held Cray 23 at 6:30pm <br />at the city center. The following members were in attendance: <br />Spooner, DeBace, Jesperson, Boss, ]orelan, Sanders, Saiko and Donovan. <br />i.:inutes of the previous meeting were read and approved as read. The <br />treasurers report was accepted as read report follows minutes. <br />Carl Spooner asked Jim Forelan if he had any figures from Sussel <br />as yet for the equipment building for the park...Jim said they have <br />not been out as yet to give him an estimate. Carl reminded DeBace <br />that he should contact the school on joint powers of agreement. <br />Larry Saiko stated that the parking lots have been oiled, he will be <br />ordering the swing set and installing it soon, the small kiddie rides <br />are in place, a volley ball court has been established, the trees <br />have been moved from the court yard at the school and planted on the <br />hillside, dirt has been hauled in to fill the washout and that he <br />would like Boss and DeBace to check the area with him before he <br />proceeds with the work to curtail the erosion. <br />Dick Boss stated that it has been four years since the council <br />established a park commission and instructed them to establish a park. <br />We have proceeded to do so, and along with representatives of the <br />council every year we have planned what we wanted to accomplish, <br />recommended a budget to cover those costs, the council has reviewed <br />our plans and has either granted that amount of money or made <br />changes and accepted our proposals and he thought it was redundant <br />that we now have to go through the council again before we can <br />advertise for bids, particularly since we have a professional planner <br />on our commission. The Park commission fully understands that we <br />cannot accept bids, that is the duty of the elected officials. He <br />asked that lay Manson ask the city attorney for clarification on this <br />matter and a letter be sent to the commission chairman stating his <br />opion on same. He also said he thought it showed a lack of faith <br />in the commission on the part of the council. <br />Bob DeBace said Clayton had been asked at the council meeting for <br />an opinion and he said the city clerk was correct, the commission <br />could not advertise for bids. <br />Hanson agreed with Boss that it was a double process, did not think <br />it showed lack of faith but it was a technicality that could possibly <br />be circumvented by the council by passing a resolution to the effect <br />that by passing on the submitted budget authority would be given to <br />the commission to proceed with planned projects, with the council <br />accepting the bids. He will discuss the matter with the attorney. <br />Bill Sanders stated that the planting and parking lot contracts <br />were placed for bids by Joe Clebeck. <br />Band Shelter: <br />Ray Hanson stated that he understood a petition was being circulated <br />against the band shelter. Since we rnet last week he has been in <br />contact with the city clerk and they have discovered an error in <br />bookkeeping. There is 7000.00 in uncommitted money in the city <br />treasury. a. <br />49 <br />
