Little Canada Mayor and City Council
Little Canada Planning Commission
3 January 1978
Page Two
With this rationale in mind, we have formulated a recommended text amendment
which would place a variable plan review fee schedule into operation. The
amendment which we feel is quite simple and basic is as follows:
-- DRAFT --
ORDINANCE NO.
CITY OF LITTLE CANADA
RAMSEY COUNTY, MINNESOTA
AN ORDINANCE AMENDING THE FEE PROVISIONS OF THE ZONING AND
SUBDIVISION ORDINANCES OF THE CITY OF LITTLE CANADA
THE CITY COUNCIL OF LITTLE CANADA ORDAINS THAT THE FEE PROVISIONS
OF THE CITY'S ZONING AND SUBDIVISION ORDINANCES BE AMENDED AND
ESTABLISHED AS FOLLOWS:
Section 1 To defray administrative and technical plan review costs of the processing
of requests for conditional uses, amendments, variances or appeals and
subdivisions, a base fee of twenty dollars ($20.00) per application shall
be paid by all applicants.
Section 2
In order to defray the additional cost of processing applications (amend-
ments, conditional use, variance, appeal, subdivisions) for developments,
all applicants shall pay the total cost of staff and /or consulting time and
direct expenses spent exclusively in plan review and producing materials for
the applicant's request.
a. "Materials" shall include, but not be limited to, maps, graphs,
charts, drawings, etc. and all printing or reproduction of same.
Legal notification and publications shall also be included.
b. "Staff and /or Consulting Time" shall include any time spent in
either researching for or actual production of materials.
c. The hourly rate for "staff and /or consulting time" shall be
established and made available to the applicant by the City
Clerk prior to production of any materials and the applicant
shall be given a reasonable estimate of project time and /or
materials costs.
Section 3 The base fee shall be payable at the time applications are filed with the
City Clerk and are not fundable. A deposit to cover staff or consulting
time and special materials will be established and required by the City
Clerk prior to formal acceptance of the application.
07
