Little Canada, FIN 55117 CITY iJ: LITTLE CANADA Dear Mr. Chlebek: Enclosed is the statement of the 1976 Estimated Cost Allocation for your municipality in accordance with the 1976 Program Budget approved and adopted by the Metropolitan Waste Control Commission and the Met- ropolitan Council. Reserve Capacity costs will be allocated to your community in accordance with the Service Availability Charge (SAC) policies. The SAC unit charge for 1976 is $350. We have also enclosed a copy of the 1974 Final Cost Allocation. This statement is based on the actual flow contributed to the system and maintenance of the Metropolitan Disposal System. This adjustment for the 1974 charges has resulted in a net overpayment or underpayment and is reflected on your statement of charges for 1976 in the section enti- tled "OTHER CREDITS AND CHARGES ". The total annual estimated charges to your municipality are to be remit- ted to the Metropolitan Waste Control Commission in twelve equal monthly installments due on the first day of each month. The Commission will bill you by mailing a monthly invoice approximately one month prior to due date. The first installment is due on or before January 1, 1976. The laws of Minnesota for 1975, Chapter 13, Section 84 require each municipality to adopt a system of charges to assure that each user will pay its proportionate share of the costs allocated to the municipality by the Commission. This requirement was instituted in 1973 in order for the Commission to meet the requirements of the Federal Water Pollu- tion Control Act of 1972 and to maintain eligibility for construction grants from the United States Environmental Protection Agency. Federal statute and regulations require that after approval of a user charge system by the Commission and EPA, each municipality is to review their system of charges annually to ensure that each user is continu- ing to pay its proportionate share of costs for use of the disposal system. The Commission requests your municipality to review the sys- tem of charges for the costs allocated in the 1976 Cost Allocation, and if any changes are required in your system of charges, they should be submitted to the Commission for review and approval. 035
