Little CAnada Rd. <br />Little Canada, FIN 55117 <br />CITY iJ: <br />LITTLE CANADA <br />Dear Mr. Chlebek: <br />Enclosed is the statement of the 1976 Estimated Cost Allocation for <br />your municipality in accordance with the 1976 Program Budget approved <br />and adopted by the Metropolitan Waste Control Commission and the Met- <br />ropolitan Council. Reserve Capacity costs will be allocated to your <br />community in accordance with the Service Availability Charge (SAC) <br />policies. The SAC unit charge for 1976 is $350. <br />We have also enclosed a copy of the 1974 Final Cost Allocation. This <br />statement is based on the actual flow contributed to the system and <br />maintenance of the Metropolitan Disposal System. This adjustment for <br />the 1974 charges has resulted in a net overpayment or underpayment and <br />is reflected on your statement of charges for 1976 in the section enti- <br />tled "OTHER CREDITS AND CHARGES ". <br />The total annual estimated charges to your municipality are to be remit- <br />ted to the Metropolitan Waste Control Commission in twelve equal monthly <br />installments due on the first day of each month. The Commission will <br />bill you by mailing a monthly invoice approximately one month prior to <br />due date. The first installment is due on or before January 1, 1976. <br />The laws of Minnesota for 1975, Chapter 13, Section 84 require each <br />municipality to adopt a system of charges to assure that each user will <br />pay its proportionate share of the costs allocated to the municipality <br />by the Commission. This requirement was instituted in 1973 in order <br />for the Commission to meet the requirements of the Federal Water Pollu- <br />tion Control Act of 1972 and to maintain eligibility for construction <br />grants from the United States Environmental Protection Agency. <br />Federal statute and regulations require that after approval of a user <br />charge system by the Commission and EPA, each municipality is to review <br />their system of charges annually to ensure that each user is continu- <br />ing to pay its proportionate share of costs for use of the disposal <br />system. The Commission requests your municipality to review the sys- <br />tem of charges for the costs allocated in the 1976 Cost Allocation, <br />and if any changes are required in your system of charges, they should <br />be submitted to the Commission for review and approval. <br />035 <br />
