CAM <br />DA to the Commission for <br />review and approval to date, please submit it prior to January 1, 1976. An explan- <br />ation of user charge requirements will be sent to each municipality without an <br />approved user charge system in the next few weeks. Over 85 percent of the munici- <br />palities in the Metropolitan Area have approved user charge systems, and the Com- <br />mission's goal is to have all municipalities' systems approved for the 1976 Cost <br />Allocation. If you have any questions regarding user charge systems, please con- <br />tact Tom Creager at the Commission Office. <br />As a means of keeping local government units well informed, we have enclosed the <br />Commission's 1976 Program Budget - -a document that will provide you with a wealth <br />of important information on Commission programs and projects; For the first time, <br />the Commission budget has been prepared in a program budgeting format which empha- <br />sizes performance measurement and results. This new budgeting approach is an <br />improvement over traditional line -item budgeting and will enable us to continue <br />to improve the level of service provided to our consumers - -the local governments <br />and citizens of the Metropolitan Area. The new format tells you a great deal more <br />about Waste Control Commission activities and how they attempt to meet the needs <br />and requirements of the 101 local communities served by the Commission. This new <br />budgeting concept allows the Commission to outline a considerable amount of infor- <br />mation in an understandable manner.
