MINUTES <br />CITY COUNCIL <br />TEBRUARY 8, 2006 <br />cul-de-sac thaC would come off Old County Road C. He noted that Che <br />cul-de-sac design includes an island in the center. That center island would <br />consist of a dry pond. Freeman reported that this design has worked well <br />in other cities and was more environmentally friendly. He noted that the <br />street grade would be such so that it would drain into the pond. Freeman <br />also felt that this center island was more aesthetically pleasing with trees <br />and plantings around the edge of the pond rather than having a big <br />expanse of blacktop. <br />Allan asked if there would be aquatic plants in the pond. Freeman <br />reported that there would be Crees and plantings along the edge. However, <br />the pond itself would be grass and would stay dry for the most part. <br />Freeman anticipated that the pond would fill up during storm events and <br />Chen drain. The plantings that would be placed around the pond would not <br />be aquatic, but ones that would survive when inundated with water for <br />periods of time. <br />Blesener noted Freeman's comments at the Planning Commission meeting <br />that the developer is in agreement with the recommendations of the City <br />Planner and City Engineer except for cul-de-sac street width. Blesener <br />noted that the proposal is for an 18 foot wide pavement area around the <br />cul-de-sac and the City Engineer is recommending 22 feet. <br />Freeman indicated that the cul-de-sac would be one way; therefore, the 18 <br />foot width would not be a problem. He also indicated that he could <br />demonstrate to the Public Works Department that the 18 foot width would <br />not pose a problem for snow plowing. Freeman noted that snow could be <br />plowed to the inside of the cul-de-sac, thus providing for more storage <br />area. Freeman also felt there would be no problem for Fire Department <br />access with the 18 foot width. <br />Allan asked if what the impact would be if the pavement width around the <br />cul-de-sac had to be 22 feet. Freeman replied that there would be room to <br />do it, the impact would be that the island area would be smaller. Freeman <br />indicated that they would like the larger island as it would have aesthetic <br />value for the development. Freeman again indicated that the 18 foot width <br />would have plenty of turning radius. <br />Allan agreed that the larger island was better from an environmental <br />standpoint as it provides for more infiltration area. <br />Keis asked if the pavement around the cul-de-sac would be posted as no <br />parking. Freeman replied that it would not. He noted that if parking <br />becomes a problem, then one side could be posted as no parking. Freeman <br />noted that there would be sufficient room in driveways and garages so that <br />on-street parking should not be a problem. <br />
