June 30, 1975
City of Little Canada
515 Little Canada Rd.
St. Paul, Mon. 55117
Attn: Mr. Joseph C. Chlebeck
City Clerk
Re: 34 E. South Owasso Blvd.
Little Canada, Minnesota
JUL 2 t9T5
CITY OF.
Gentlemen.
I have talked to the Engineer on this project on numerous occasions
but seem to have gotten practical nowhere.
My house is all but completely ruined from the amount of water I
have had to put up with this spring to say nothing of the mud and
terrible inconvenience cauaed us from tearing up South Owasso Blvd.
last fall.
I told the engineer sometime ago that the culvert which was taken
out of my driveway had to be replaced in order to drain my front lawn.
It was replaced all right — with one end smashed almost completely
shut. It was not in this condition before and I expected it replaced
in the same condition as when it was taken out. I complained about
this and I was told they were intending to cut that smashed end off.
I then informed them that they couldn't do that because I needed the
full length. However they did cut it off against my wishes.
My driveway is washed out very badly and needs attention immediately
or I wont be able to get in and out after another rain or two.
Now, my biggest problem is that about 99% of the water coming down
South Owasso is running right into my driveway, wasuing out both sides,
and ponding on my property. My basement has had water in is since
March and I am trying so hard to get it dried out before having the
house replumbed and water hooked up. I did not give anyone the per-
mission to drain all that water on my land or to take it over as a
ponding area. If it is needed for ponding then someone is going to
have to buy it from me. I CANNOT TAKE ALL THE WATER FROM THE WHOLE
NEIGHBORHOOD including the Waterworks which now drains on me from the
east -- thanks to the contractor for sloping it in the proper direction
to accomplish this. I was told that the street would take the water
Page 1.
