Chlebeck <br />Re: Preliminary Plat Schletty Woods <br />Gentlemen: <br />P.O. Box 2128 St. Paul, Minnesota 55109 <br />December 17, 1976 <br />At their December-16, 1976 meeting, the Board reviewed the preliminary <br />plat of Schletty Woods, as submitted by the developer on December 13. Although <br />the plat is located outside the legal boundaries of our Watershed District, <br />it does lie within the natural watershed of Gervais Lake and we appreciate <br />the City's assistance in asking the developer to coordinate his activities <br />with the Watershed. <br />We note that the preliminary plat provides for approximately two acres <br />of ponding area which is to be created as a part of the plat development. <br />The storage capacity of the proposed pond will comply with guidelines set <br />forth in the Ramsey County hydrologic study and, therefore, conforms to the <br />existing management plan for this portion of our district. Therefore, the <br />Board would approve the preliminary plat (as shown on a drawing dated <br />September, 1976 and submitted to the City by Donald Campbell, RLS, on <br />behalf of the owner) if we had authority to do so. <br />The District would, if appropriate, also issue a grading permit for <br />preliminary road grading necessary to clear and prepare for utility con- <br />struction, with the stipulations shown below: <br />1. Grading operations shall be accomplished in a manner which <br />minimizes potential for erosion and sedimentation which affect <br />downstream waterways or lakes. All runoff from the graded <br />areas shall be intercepted by dikes and channeled to a desilt- <br />ing basin. Dikes for the desisting basin shall consist of <br />earth, with anchored hay bales or coarse rock used to provide <br />a filter -type outlet. <br />2. Permittees shall maintain erosion and sediment facilities until <br />restoration is completed and established. Restoration of <br />disturbed areas shall be completed as soon as possible.
