C. Comparison of unit basis of charges.
1. Change in the unit base to 0.75 of a unit for each apartment
unit and mobile home unit would result in the following:
Single Family Res 851
Multiple Family Res. 0.75 of 1373 1031
Mobile Homes 0.75 of 443 332
Commercial 207
Institutional 7
Total RFC's 2,428
Total Sewer Cost. .5105,482
(Cost per REC = Total Mo. of RES) 2428 $43.44
Cost /REC = 43.44 = 11.00 per quarter.
2. Change in unit base to a full RFC for all residential units.
Single Family Res 851
Multiple Family Res 1373
Mobile Homes 443
Commercial 207
institutional 7
Total RFC's 2,881
Total Sewer Cost. .$105,482
(Cost per REC = Total No. of REC) 2881 - $36.61`
Cost /REC = 36.61 = 9.15 per quarter.
3. The difference in revenue generated by single family residential
where the charges are based on metered water usage as compared
to a flat rate, are as follows.
Based on a random selection of 10 vingle family winter quarter
water meter readings we found that 'the average yearly sewer flow
amounted to 87,600 gallons per year.
Therefore, the average cost based on actual flow is as follows:
87,600 gallons 0 0.45/1,000 gal. = 39.42 per year as compared
to the flat rate of 32.00, now charged to all single family
units.
North Star Mobile Home Park
It is our opinion that the 1975 water usage figures for this party
do not represent the average usaye for mobile homes. During 1975
this particular park did have leak problems. However, it is a
example of charges based on actual use as compared to a flat rate
which is based on estimated average use.
