MWCC STRENGTH CHARGE'SYSTEM
It must be clearly understood that the proposed strength charge system contained
herein represents charges for strength characteristics only. It complements the
existing volume charge system such that together the systems comply with existing
regulations embodied in the Federal Water Pollution Act Amendments of 1972.
Criteria used to determine compliance is that each recipient of waste treatment
services will pay its proportionate share of the costs of operation and mainten-
ance of the system based on each user's contribution to the total wastewater
loadings.
Formula
(Ss -SSo) (COD -00D0)
SCE _ (SR) (PR) Rss sso + Rcod COD()
where:
SCE = Strength Charge Factor .
SR = Strength Ratio ( =Ratio of strength costs to
system costs for administrative and operation
and maintenance of treatment works)
PR = Pnopp'rttona?ity Ratio (Ratio o6 S.tirength Pkopontionat
to St'reng.th Related Coa.ta)
Rss = Suspended Solids Ratio (= Ratio of suspended
solids costs to total strength costs)
Rood = Chemical Oxygen Demand Ratio (= Ratio of chemical
oxygen demand costs to total strength costs)
SS = Suspended Solids Concentration, in mg /1, of
discharge (SS > SS0)
SS0 = Suspended Solids Concentration, in mg /1, of base
COD = Chemical Oxygen Demand Concentration, in mg /1,
of discharge (COD COD°)
COD° = Chemical Oxygen Demand Concentration, in mg /1,
of base.
Strength Charge Derivation
SC = (SCF)(V)(TW)
where:
100
SC = Strength Charge, in dollars
- 13a -
