SCF Strength Charge Factor (dimensionless), <br />calculated per formula <br />V = Volume contributed by discharger, <br />in thousands of gallons <br />TW = Treatment Works Unit Cost, in cents <br />per one thousand gallons (calculated <br />by dividing the annual system costs <br />for administrative and operation and <br />maintenance of treatment works by the <br />total flow equivalent volume contribution). <br />For 1976 and until modified by Commission action, the following ratios, bases <br />and units are proposed: <br />SR 0.60 <br />Rss = 0.50 based on 1974 financial records <br />Rcod = 0.50 <br />PR 0.535 <br />SS0 = 317 mg /1 <br />based on 1974 operational records <br />COD0 = 681 mg /1 ) <br />TW = 14.06Q/1000 gals. - based on 1976 operation budget <br />and equivalent flow basis <br />It should be noted that financial and operational records will be reviewed <br />annually and that the formula and factors will be revised by Commission action <br />when warranted. <br />Therefore, for 1976 and until modified by Commission action, the Formula becomes: <br />SCF = (0.60) (0:535) [0.50 (SS -317) + 0.50 (0068681) ] <br />317 1 <br />And the Strength Charge becomes: <br />SC = (SCF)(V)(14.06) <br />100 <br />Administrative Procedures <br />The Commission has previously established a routine reporting program whereby <br />system users that discharge non- domestic -type wastes report to the Commission <br />on a quarterly basis the volume and strength characteristics discharged to the <br />system. It is proposed to utilize this existing self- monitoring system to <br />carry out the intent of the strength charge system. The following procedures <br />are proposed: <br />
