PREPARATION OF SPECIFICATIONS. Specifications shall be of such scope as to enable a'contracto to quote a firm price and initiate material and equipment orders to permit proper procedure with construction. 3 -4. PREPARATION OF PLANS AND PREPARATION OF SPECIFICATIONS (_Items 3 and 4 combined) Preparation of plans and preparation of specifications shall comprise seventy per cent t70%) of the basic fee. 5. CANCELLED PROJECTS If any work is abandoned or suspended, in whole or in part, the ENGINEER shall be paid for that portion of the service rendered in connection with such project. 5, ENGINEERING FEE SCHEDULE Basic percentage fees shall apply to the contract cost of the work. defined as the total value of the awarded contract, or in the event that a contract is not awarded in accordance with the plans and specifications. as designed, the total of the low bid shall apply, a. Less than •$20,000.00 b. 20,000.00 to 50,000.00 c, 50,000.00 to 100,000.00 d. 100,000 00 to 200,000.00 e. 200,000.00 to 500,000.00 f. 500,000.00 to 1,000,000.00 g. 1,000,000.00 and over SECTION II per diem rates 8.5% 8.0% 7.5% 7.0% 6.0% 5.5% OTHER PROFESSIONAL SERVICES A, Certain services may be ordered by the OWNER and performed by the ENGINEER or others under his direction. The OWNER shall pay the ENGINEER for these services on the basis of an hourly rate. B. EXTRA SERVICES include test borings, chemical tests, property surveys, materials testing, resident supervision, staking out of the work, inspection, "as- built" drawings, assessment rolls, legal, advertising, instruction manuals and litigation. Extra services shall be paid for directly by the OWNER when done by others, or if performed by the ENGINEER shall.be at his hourly rate. SUPERVISORY SERVICES shall include advice in the taking of bids and letting of contracts, tabulation and analysis of bids, review of shop drawings and the furnishing of additional details as may be required to carry out the intent of the working drawings. Included are supervisory inspection and review of the work during important phases of construction, To assist the OWNER in obtaining contractor compliance with the contract documents; checking of the contractor's invoices and a final review of the work upon contractor's declara- tion of completion together with the furnishing of a list of any found deficiencies and omissions and a final certification of completion of the project.
