V February 19, 1976 <br />Mr. Clayton Parks, Attorney <br />City of Little Canada <br />1590 White Bear Avenue`: <br />St. Paul, Minnesota 55109 <br />Subject: Little Canada - Shoreview' Interceptor <br />MWCC Project 71 -32 <br />Dear Mr. Parks: <br />The Metropolitan Waste Control Commission is the recipient of your <br />letter of November 11, 1975 which requested clarification, of our <br />planning for the Little Canada- Shoreview Interceptor and the pro- <br />posed construction schedule. We apologize for this late reply. <br />The Commission was authorized by the Metropolitan Council in the 1972 <br />and 1973 Capital Budgets to proceed with the detail design (Preparation <br />of plans and specifications) and the construction of the Little Canada -s <br />Shoreview Interceptor. The authorization was also approved for financing <br />with so called "reimbursement 'I funds" in the event that state and federal <br />grants could not be secured. The Commissionconducted detail planning <br />and design for an all-gravity interceptor which would allow the phase- <br />out of the Grass Lake and Wabasso lift stations and, run in a south- <br />easterly direction to Little Canada and through your industrial park. <br />Numerous alignments were explored in view of the availability of rights <br />of -way and also in attempt to avoid tunneling a section of the inter- <br />ceptor under North Owasso Boulevard. The design of the interceptor was <br />not a simple task and subsurface investigations were conducted and <br />evaluated to ascertain that a recommended route was the most economical <br />and most desirable. The Commission also prepared an Environmental <br />Assessment in accord with the Environmental Quality Council to fulfill <br />requirements and satisfy the concerns of environmentalists. The Environ- <br />mental Assessment was distributed in draft form to affected local govern -' <br />ments, other public agencies and interested parties for their input in <br />the preparation of the final assessment. <br />The Department of Natural Resources, upon review of the draft assessment, <br />became concerned with interruption or creation of subsurface flow <br />between the lakes in the area. In order to resolve the concerns of <br />the Department of Natural Resources, it was necessary to re- evaluate <br />the subsurface conditions along the planned alignment of the proposed <br />interceptor. A comprehensive subsurface study required additional <br />deep borings and piezometers. This investigation was time consuming <br />and necessary to resolve the question of possible effects of the <br />construction of the interceptor along the proposed alignment. <br />
